Le retour du protectionnisme sur la scène internationale a remis sous le feu des projecteurs le débat autour des accords de libre-échange. A l’heure où l’Amérique se ferme, d’autres régions du monde décident de s’ouvrir et les alliances commerciales se redessinent. Ce nouvel élan de libéralisation pourrait redonner du souffle à une tentative de coopération enclenchée depuis bientôt une trentaine d’années dans l’une des plus anciennes régions commerciales du monde. Les pays du bassin Méditerranéen se sont lancés en 1995 dans un large projet de création d’un espace économique intégré. Ce projet ambitieux, plus connu sous le nom de processus de Barcelone, devait s’appuyer sur un accord global de libre-échange, construit sur le modèle européen, et visant à faire de la Méditerranée un espace de libre circulation des marchandises. Où en est-on aujourd’hui ?
