Alors que les politiques d’ouverture commerciale étaient la norme depuis la création de l’Organisation mondiale du commerce (OMC) en 1995, la crise de 2008-2009 a marqué un tournant. La tendance au protectionnisme qu’elle a favorisé a pris une nouvelle ampleur avec l’arrivée de Donald Trump à la présidence des États-Unis. Depuis le début de l’année 2018, l’administration américaine a mis à exécution plusieurs de ses menaces en matière de protectionnisme commercial via l’instauration de droits de douane sur les importations de différents produits : panneaux solaires et machines à laver (en janvier) ou encore acier et aluminium (en mars, puis juin pour l’Union Européenne, le Mexique et le Canada, et enfin août pour la Turquie). Elle a ensuite officialisé la taxation d’importations chinoises (à hauteur de 50 milliards de dollars US en juillet puis 200 milliards USD supplémentaires imposés en septembre). Au cours des trois premiers trimestres 2018, l’administration américaine a donc décidé des restrictions sur le commerce à hauteur de 12 % des importations des États-Unis. Dans le même temps, 8 % de ses exportations ont été affectées par des mesures de rétorsion.
