Grâce aux efforts des autorités, la diversification de l’économie russe progresse, notamment dans certains secteurs comme l’informatique, la pharmacie, l’automobile ou l’agroalimentaire. Dans ce dernier cas, le processus a été encouragé par les contre sanctions russes adoptées en réplique aux sanctions occidentales. La diversification de l’économie est considérée comme un moyen de réduire la dépendance du pays aux importations et, par la même occasion, aux hydrocarbures. Cependant, elle se heurte à des obstacles structurels. Ainsi, elle est sujette à la disponibilité des intrants, à la modernisation de l’appareil productif et à l’amélioration de l’environnement des affaires. L’exigence de substitution de la production locale aux importations et/ou d’accroissement du contenu local trouve sa limite dans la disponibilité et la qualité des composants locaux. De plus, le développement et la modernisation des filières locales de production nécessitent l’importation de machines et de technologies, très souvent en provenance des pays occidentaux.
